The raw paper used by Chinese cardboard box production enterprises can be simply divided into imported raw paper and domestic raw paper based on their origin; If classified according to the variety of base paper, it can be divided into kraft cardboard (also known as kraft cardboard in China), corrugated base paper, as well as whiteboard paper used for high-end packaging printing, hanging kraft paper, coated kraft cardboard, and so on. Due to the rapid development of China's cardboard industry, the demand for raw paper in Baiyun District has been increasing year by year. Guangzhou cardboard packaging factories, especially coated kraft cardboard, have significantly increased their import volume because they not only have the advantages of kraft cardboard and coated white cardboard, but also have the strength and printability of kraft cardboard. In recent years, although the overall quality of domestic raw paper has greatly improved, there is still a gap in quality compared to foreign raw paper. Even if some paper mills can reach the same level as foreign ones, in the production of some low weight, high-strength kraft paper and corrugated paper, due to limited production capacity, it is currently unable to meet demand. Most of it still relies on imports. The inspection and quarantine department of our country has specific regulations for imported base paper: according to the provisions of the "Commodity Inspection Law", goods listed in the category list must be inspected by the inspection and quarantine institution or its designated inspection department, and cannot be sold or used without inspection. The vast majority of the raw paper used in imported cardboard boxes in China belongs to the category of statutory inspection, so it must be inspected. At present, the inspection and quarantine department follows the following inspection standards when inspecting these papers:


1. Mandatory standards by laws and regulations or other mandatory inspection standards;


2. If there are no mandatory standards or other mandatory inspection standards in laws and regulations, the inspection can be carried out according to the standards agreed upon in the contract between the trade parties. (If the mandatory standards of laws and regulations are lower than the standards stipulated in the contract, the standards stipulated in the contract should be followed);


3. None of the above two points can be inspected according to the standards of the producing country, relevant international standards, or standards designated by national inspection and quarantine institutions.
